Default Bizarre OSX (10.8.2) Finder Window Pixel Display

Hi, I have an 2010 iMac 27", 2.93GHz, i7, 16gb, ATI Radeon HD 5750 1024 MB ... which has just recently begun to display a bizarre pixel "decoration" around the active window in the Finder, and if I make another window active the "decoration" appears on that one, not the previous one ... the "decoration" also resizes when the active window is resized ... has any one seen anything like this or have any experience in how to solve?

    Cheers,
    Brendan

This article may or may not help even if it is not the same OS or computer.
