1. Will I be able to plug an iPad into a TV via the Dock to RGB adaptor?

2. If that is possible, will I be able to stream movies from my external harddrive to the iPad which will be plugged into the TV?

1. Yes. It has a VGA output connector.
2. No. You can't plug your external HDD into the iPad.

Your best bet is to buy a WD TV (http://www.wdc.com/en/products/Products.asp?DriveID=735) ($180) and just plug your external HDD into that. It will play almost any video format.

Actually there could be a way to do this: With your external HDD attached to your Mac you could use an app to stream its contents to your iPad which could then display them on your TV.
I have an app that does this for my iPhone that will even convert avi's to the right format on demand,(iTunes Store (http://itunes.apple.com/au/app/air-video-watch-your-videos-anywhere/id306550020?mt=8)) and I'm sure that someone will make a similar app for the iPad. Unfortunately due to the limitations of current iPhones you can't output the screen of an app to a TV, but from what I've read you can with an iPad.
There you go, not exactly what you were looking for, but a workable solution. Almost like an iPad stand in for an Apple TV.
