Can anyone explain what does it mean? I've tried google but couldn't find anything, except that it can be enabled in energy saver if you own an ibook or pb but I own neither. So, what's the heck is it?

Basically...

If your using an application that uses little cpu time/cycles, then power saving throttles the cpu back in speed (thus saving power).

Then when your app needs lots of cpu time (the power management throttles the cpu back to full speed) and thus uses the normal amount of power.

ie... you are using photoshop, but it is just sitting there, so the CPU speed is turned down to low and it saves power. But then you render an image, or apply a filter, or something big and your CPU goes back to full speed until the task is completed.
