Default IOS 9.3.1 HotSpot Password Fail

So recently I updated to iOS 9.3.1 and I am not sure if I have found a serious bug or not, so I am hoping someone here might be able to replicate.

I often let my daughter hotspot to my phone every now and then, and when I do, I change the password so she can't get back on, but my macbook can when I want to. However, since updating to 9.3.1, it does not matter if I change the password, she can still get access!!

Now I don't know if anyone can get on without a password, or it just remembered the last devices that were connected and let's them connect regardless!

Whatever it is, it's a shocker, as now it looks like anyone that once connected to my Hotspot can without the need for the new password!

Can someone please try and replicate this?

    Cheers
    J

UPDATE!!!! It looks like the HotSpot password does not work FULL STOP!!

I just deleted the network from my Macbook and when I reconnected, I was not prompted for a password - even though I changed the password on the phone, and deleted it from the Macbook!!! About to try and brand new device.

UPDATE!!! Ok - Other iOS devices get prompted for the new password, but not the macbook. Very strange!
