There's a new Bruce Springsteen album out in the US. It's available on US iTunes but not Australia yet.
I use an Australian ("Sorry, Steve, there are countries other than America.... Although Australia's Prime Minister and America's President are very "close".) email login for iTunes and I cannot access the US store with this.
Seeing as you can buy other things from the US with Australian Creditcard, why not iTunes???

The easiest way to get itunes gift card codes is to use http://www.itunesfairy.com/ who actually also sell the codes at a discount. I have my own itunes account with an old aol email address and because it gives you your own U.S. Apple Store account, you can then go and purchase itunes gift certificates direct from Apple using your own credit card.
Itunes wont accept a foreign credit card, but Apple Store will. Also, I have tried various times linking my U.S. store account to my paypal, but it knows its an Aussie paypal and wont let me.
But yeah, all my friends here in Aus have started using iTunes fairy and it works a treat. Just make up your own U.S. address and away you go.
As for the florida tax thing, Im a bit confused ??. Ive had my iTunes account for a few years now and my address is a real deal address in SFO which is CA, and I have never ever paid tax on top of any itunes purchase.
